Google "groups" as a neighbourhood watch tool?

As with a recent (March 10) "town hall" in my area there was a discussion of neighbourhood watch initiatives at the Ward 15 town hall on Thursday. A woman spoke about using Google groups for posting bulletins and observations, and the same person was actually on local CBC news yesterday!
